
Devon Ysaguirre

Devon Ysaguirre is a Senior Strategist with Grassroots Solutions, bringing over 15 years of experience in designing strategy and strategic learning practices in philanthropy. She works with funders and nonprofit organizations to surface actionable insights that inform strong, effective strategies for building a more equitable society.
Prior to joining Grassroots Solutions, Devon served as the Senior Director for Programs at One for Democracy, where she oversaw funding strategies to support a more engaged electorate, particularly for underrepresented communities. Previously, as the Director of Strategy, Impact, and Learning at Civic (Re)Solve, she established the organization’s first strategic learning practice, partnering with program staff and grantees to develop theories of change, monitoring frameworks, and research initiatives.
At Democracy Fund, Devon spearheaded the development of the foundation’s overarching strategy to build a more inclusive and multiracial democracy as the Associate Director for Strategy, Impact, and Learning, and collaborated with fellow strategic learners in philanthropy to build best practices for the field in evaluation and strategy design. Earlier in her career, she held positions at Humanity United, where she built systems change strategies and their assessment tools, and worked with a funder collaborative to design a developmental evaluation for an anti-trafficking initiative. Previously, she worked for the US government and United Nations, where she worked to secure rights for refugees. She currently serves as a board member for the Women Donors Network, organizing funders to support movements.
Devon received her BA from Wellesley College and her Master’s degree from The Fletcher School of Law and Diplomacy at Tufts University. She is based on the Central Coast of California where she lives with her husband and daughter. When not working, she’s running after her young daughter at the beach, hiking in the redwoods with family and friends, or seeking a rare quiet moment.
