Phoebe Bui
Phoebe Bui is a Senior Strategist with Grassroots Solutions based in Bethesda, MD, and joined the firm in January 2024. She is a scholar activist committed to ameliorating inequities in research processes and empowering partners to leverage evaluation to realize transformative change. Their portfolio includes monitoring, evaluation and learning; organizational capacity assessments; strategic advising; and facilitation.
Prior to joining Grassroots Solutions, Phoebe worked as a community and grassroots organizer, qualitative research specialist, and project manager with Mirror Group LLC, NORC at the University of Chicago, and Viet Place Collective. Phoebe has worked with clients to expand the capacity of their Evaluation Departments, evaluate the impact of foundational giving, and led multi-year developmental and impact evaluations. They operate from a commitment to reflexivity, collaboration, and mutual reciprocity in all partnerships.
She is a graduate of The George Washington University, and received their MSc in Social Research Methods from the London School of Economics and Political Science (LSE). The focus of her graduate research interrogated the extent to which methodological choices dictate survey and implicit attitude test results, and impede our understanding of American national identity. She has disseminated her research findings in a variety of formats, ranging from peer-reviewed publications to podcasts and undergraduate curricula. Outside of work, Phoebe enjoys reading and writing poetry, practicing Brazilian jiu jitsu, and thoroughly exploring the DMV food scene.
